You're right, that's pretty brief, so I'll elaborate. The "can", there, is meant in a kind of meta-game sense, as in what is permitted on the site. In theory, a vampire could exist for longer than that, but the idea is to convey that vampires tend to get themselves killed one way or another within a decade or two, so it wouldn't be feasible to have something like a hundred-year-old vampires in this universe. Between being barred from roaming anywhere in daylight hours, stalking highly intelligent and technologically-advanced prey, and being actively hunted by the living, they tend to burn out fast. They do get their own set of advantages, granted, but at the cost that, in the end, they wind up unlikely to ever take the "die peacefully in their sleep" route.
Although, if you'd like to make a case otherwise, we're open to hear it! The exact number is up for debate -- we just want to make sure it's clear that these vampires don't reach extraordinary ages like they do in most other interpretations.

Disregarding all standard threats to existence, I'd say vampires might be able to survive indefinitely, slowly wearing down and losing functionality over time but continuing to retain consciousness, somehow (basically "because magic", which is what things always eventually come down to in genres like these). They're still corpses, after all, even if they seem "ageless" and decompose at a much slower rate. It wouldn't be fun.
Blood requirements: That the blood is human is a necessity, yes, (EDIT: or some other similarly sentient being; didn't mean to exclude the others, whups) but it doesn't always have to be fresh from a body. So blood bags would work -- although vampires don't often come by many of those, as you can imagine. "Blood-supplier" might make an interesting black market character idea, though. Somebody should run with that. Anyway -- as for animal blood, they can consume that too, but it doesn't really fulfill their nutritional needs. A bit like cotton candy, if you will.
Feeding without killing: Yes! I think this possibility is referenced a few times around the site, though I can't remember off the top of my head. But yeah, the bite itself isn't inherently deadly (unless you're a drake, in which case, tough luck). It is possible -- and in fact, not too rare an occurrence, if the vampire has reasons to believe the victim won't remember or won't report the attack -- for a vampire to bite someone but quit drinking before the damage done becomes irreparable, so to speak. Victims who've been through this would be a little woozy and might need to be hospitalized, depending on the volume taken, but it's happened before and can happen again, so that's something you could use if you wanted.
